Ministry of Health  Jubaland



The Ministry of Health (MoH), Jubaland was established in 2015 following the formation of the autonomous Jubbaland State of Somalia. MoH Jubaland works to support the Jubaland people in attaining better health, improving health outcomes, and providing quality health services to all 18 districts.  

To attain these goals, the government’s policy for the health sector is centered on these priorities:

  1. Scaling up of essential and fundamental health and nutrition services (EPHS)
  2. Enhancing human resources for health capacity building 
  3. Improving governance and leadership of the health system
  4. Enhancing access to essential medicines and technologies
  5. Providing a functioning health information system
  6. Health financing for progress toward Universal Health Coverage (UHC)
  7. Improving health sector physical infrastructure
  8. Enhancing health emergency preparedness and response
  9. Promoting action on social determinants of health and health in all policies
  10. The organizational structure of MoH Jubbaland is as follows:
    • Department of Admin and Finance and Human Resources
    • Department of Planning, and coordination 
    • Department of Public Health
    • Department of family health 
    • Department of Medical Services
    • Department of Human Resources for health. 
    • Department of regional secretarial 

Each department has sub-programs with well-trained and qualified program managers and staff. MoH Jubbaland has regional and district health offices to ensure that the population is covered at every level.

In addition, there are multiple stakeholders such as UNICEF, WHO, UNFPA, IOM, WFP, World Bank, Save the Children, Trocaire and MSF, have contributed to the development and strengthening of the Jubbaland health sector
