Under superverse of director general, Responsible for designing and implementing preventive and promote health interventions to reduce the occurrence of preventable, communicable, and treatable diseases. The incumbent designs programs promoting community participation and involvement in the utilization of cost-effective essential health care.

Family Health

Director of family health

Responsible for coordinating the integration of Child health & Reproductive Health Services at all levels; develop Policies, Strategy and Guidelines; guide implementation of services as well as monitor and evaluate services. The incumbent promotes informed choice, safer reproductive health practices by men, women, and young people, including increased use of high quality, accessible maternal and reproductive health rights and services with the goal of improving health for all men, women and young people in Somalia, especially the vulnerable and underserved. Responsible for child health care services aimed at promoting and preventing, as well as offering therapeutic and rehabilitation facilities and care for mother and child. The incumbent establishes systems, guidelines and coordinates integrated health service delivery in pre-natal care, intra-natal care, post-natal care and under five (5) years of age child health services with the objective of reducing mortality and morbidity.

Planning and policy and coordination

Director of planning and policy and coordination


Supports the Director General with policy, strategic, and operational planning and formulation, standard setting, performance management framework, information management and use of information for evidence-based decision making, research and development, partnership arrangement, resource mobilization and financing, and coordination with key stakeholders and citizens. The Director of Policy and Planning and coordination oversees the department, which is comprised of the following parts or units:

● Heath Information system managements (HIMS)
● Monitoring and evaluation
● program officer
● Research Development

Medical Services

Director of medical services.

Supports the Director General in strategy formulation, developing institutional policy, protocols, and procedures towards ensuring that adequate implementation of these processes are achieved according to predefined standards. The incumbent collaborates with other MOH departments to
provide medical service management, technical infrastructure, and support, promote collaboration of clinical and administrative services and integrate current research and best practice into coordinated MOH educational and clinical programs, policies and procedures.

The Director of HR is responsible for the overall Human resource for Health management. S/He is responsible for providing leadership and vision for achieving goals of the Department. He/ She shall be responsible for providing
technical and professional support.

The Director of Finance and Admin is the MOH officer responsible for all aspects of the MoH operations management, logistics and accounting function, ensuring compliance with financial accounting and reporting policies,
procedures and standards set out in the PFM law and where required in conformance to international partner’s requirements. He/ she is responsible for the overall technical, administrative, and financial management of the Department. The incumbent is responsible for providing leadership and vision for achieving goals of the Department. He/ She shall be responsible for providing technical and professional support
